Built by the British colonial power in the 1960s as a comfortable quarter for officers with a grand view of the sea, the complex was handed over to the government with Malta's independence in 1979. The renowned architect Richard England transformed it into a modern resort.
In 1995, the complex was closed, and since then, disputes between state authorities and investors have halted any further development. The now completely plundered site has become a vast canvas for street artists and a gathering place for peculiar figures.
